Lowercase spells "noloncar" (and put into an anagram generator you get "coronal", but that doesn't make much sense. :S )
but as the original text, it almost looks it says either "M no longer cares" or "no longer cares". I dunno. (I wonder if the text could possibly be using a Vigenère cipher. But I could be just looking too hard.)
